Extended Foster Care (AB 12) — Support Until Age 21
If you're 18–20 and were in foster care when you turned 18, you may be able to stay in foster care — or come back after leaving — and get housing and financial support, a case manager, and help with school, work and living on your own.
California Extended Foster Care (AB 12) may allow eligible young people ages 18–20 to stay in foster care until they turn 21, with transition support and Independent Living Program (ILP) services. Not everyone qualifies — your county social worker or probation officer confirms eligibility.
Already Left Foster Care After 18? You May Be Able to Come Back.
If you left foster care at or after 18 and you are still under 21, you may be able to voluntarily re-enter Extended Foster Care. Contact your former social worker or probation officer, or your local county child welfare agency, to ask about re-entry.
How to re-enter foster careWho generally qualifies
- Generally ages 18–20 (under 21).
- You had a foster care placement order on your 18th birthday.
- And you are doing at least one of these: high school or an equivalent program; college or vocational school; working 80+ hours a month; a program or activity that helps you find work or removes barriers to work; or you cannot do those because of a medical or mental-health condition.

Young Adult SupportMedical CoverageAging Out & Re-enteringIf you are under 26, live in California, and were in foster care on your 18th birthday or later, you may qualify for the Former Foster Youth Medi-Cal program regardless of income. Coverage includes medical care and may include dental, vision, mental health, and substance-use treatment.
IMPORTANT: You may qualify for free Medi-Cal until your 26th birthday.
